Job Description
- Provides overall leadership, direction, and oversight of all aspects of the projects.
- Enforces Committee-established project roles and responsibilities.
- Identifies and plans for needed resources.
- Assists with and manages project and procurement timelines, including the sequence and cadence.
- In coordination with any assigned employee or contractor to facilitate and manage various project times and resources to ensure a successful procurement
- Develops, maintains, stores and archives project plans, artifacts, and required documentation for each procurement, project, and subproject in coordination with the project team.
- Serves as the primary point of contact for project communications and status reporting.
- Coordinates stakeholder participation in project planning, execution, change control, and closeout, maximizing involvement during each.
- Performs risk management, to include identifying and documenting risks, and recommending and employing risk-mitigation strategies.
- Performs other duties as assigned as required to complete each project.
Salary Range: 120K to 130K Per Annum
CANDIDATE SKILLS AND QUALIFICATIONS

Program Management: Minimum of 8 years of IT program management experience, demonstrating excellent communication skills, both verbal and written.

Team Management: Lead teams through effective team meetings, task assignment, mentoring, facilitation, and training.

Progress Monitoring and Risk Management: Employ progress monitoring and risk management practices, keeping leadership informed on project issues and progress.

Resource Management: Effectively manage resources in a mixed functional and matrixed project environment.

Problem Resolution: Apply expert problem resolution skills to address challenges and obstacles.

Project Management Lifecycles: Demonstrate comprehensive experience with Waterfall and Agile project management lifecycles, from analysis and planning to development and deployment/implementation.

Budget Management: Successfully manage complex projects with a multi-year budget of $10 million or more.

Microsoft Project and Office Tools: Utilize experience with Microsoft Project, Office, Visio, and dashboard tools such as PowerBI or Tableau for efficient project management.

Multi-Step Selection Methods: Apply experience with multi-step selection methods for effective decision-making.

Priority Management: Manage multiple competing priorities, conflicts, and negotiation/facilitation.
Preferred Experience:

Minimum of 5 years of experience leading highly complex strategic transformation and business-process re-engineering efforts.

Minimum of 5 years of experience in highly complex IT procurements with a Texas state agency.

Minimum of 3 years of work experience managing matrixed organizational and cross-divisional initiatives.

Minimum of 3 years of work experience managing projects for state and federal agencies.

Minimum of 2 years of work experience in the Medicaid/Healthcare industry.

Certification as a Texas Contract Developer/Manager is preferred.
