Senior Technical Project Manager – Agile/Software Development
Job Description
The Senior Project Manager will play a critical role in ensuring the successful delivery and maintenance of high-quality software applications that support the vital educational services provided to the State of Texas. This individual will provide teams with consistent processes, predictable delivery, and efficient use of resources—minimizing costly rework and delays.
By championing deliverable quality and stakeholder satisfaction, you will help strengthen relationships, secure buy-in, and maintain the trust of users and stakeholders across the agency. As a leader, you will empower your team to achieve results by fostering a culture of ownership, collaboration, and continuous improvement. With a clear vision of technology roadmaps, you will guide strategic alignment, proactive planning, and risk mitigation to ensure long-term project success.
Key Responsibilities

Process Consistency: Direct, develop, and evaluate Agile processes used by project teams.

Deliverable Quality: Monitor and measure quality of applications, identifying opportunities for continuous improvement.

Stakeholder Satisfaction: Build and maintain strong relationships with management, product owners, and project team members.

Leadership: Oversee problem management, issue resolution, and risk mitigation. Lead efforts to optimize cycle time, reduce delays, and improve overall value delivery.

Vision: Articulate a clear view of the application and technology roadmap; coordinate the initiation and planning of diverse projects to meet long-term strategic commitments.

Lead the application team responsible for building a 1st–3rd grade supplemental grant program and a statewide IEP module within an existing application.
Candidate Skills and Qualifications
Minimum Requirements:
-
20 Years – Technology Project Management (software development focus)
-
8 Years – Agile Coach and Leader experience
-
8 Years – Software Development experience
-
8 Years – Jira Project Administrator experience
-
8 Years – State Agency experience
Preferred Skills (Nice to Have):
-
Proven ability to lead multi-functional teams in a government or education environment

Strong communication, presentation, and leadership skills

Start Date: 09/01/2025

Work Hours: Monday – Friday, 8:00 AM to 5:00 PM (excluding State holidays)

Work Location: Hybrid (On-Site & Telework). The primary location will be in Austin, TX.
