Job Summary

The Worker will perform Web Services Developer functions to plan, develop, test, and document computer programs by applying advanced knowledge of programming techniques and computer systems. This role involves evaluating and analyzing user requests for new or modified applications, developing detailed technical specifications, and ensuring solutions are feasible, cost-effective, and compatible with existing systems.

The Worker will work independently on complex assignments, rely on experience and judgment to plan and accomplish goals, and may lead or direct the work of others.

Key Responsibilities

• Plan, design, develop, test, integrate, and deploy applications across the full Software Development Life Cycle (SDLC).

• Develop and maintain Java/J2EE-based applications and web services.

• Analyze user requests for new or modified programs to determine feasibility, cost, timelines, and system compatibility.

• Consult with users and stakeholders to understand current operating procedures and clarify program objectives.

• Create technical specifications and formulate development plans using structured analysis, object-oriented design, and other established methodologies.

• Perform system integration testing and ensure application quality and reliability.

• Develop system test plans, test scenarios, test processes, and schedules.

• Coordinate defect reporting, track resolution, and validate defect fixes.

• Work closely with developers, business analysts, QA teams, and other stakeholders to ensure requirements are documented and implemented accurately.

• Design and support database solutions, including data migration, conversion, and transformation.

• Lead or support peer reviews and implementation activities as needed.

Minimum Qualifications (Required)

Candidates must meet all required qualifications to be considered.

• 8+ years of experience in full SDLC application development, including design, development, testing, integration, and deployment.

• 8+ years of experience in SQL programming and object-oriented analysis and design (OOD).

• 8+ years of hands-on experience with Java and J2EE technologies and relational databases.

• 8+ years of experience with Web Services, RAD, and WebSphere.

• Ability to create, read, and understand Oracle-based stored procedures or relational database applications.

• 8+ years of experience with system integration testing.

• 8+ years of experience collaborating with cross-functional teams (developers, business analysts, QA) and facilitating design, development, testing, and implementation activities.

• 8+ years of experience developing test plans, test scenarios, and managing defect tracking and validation.

• Strong understanding of:

  • Data structures

  • Data migration, conversion, and transformation

  • Relational and multi-dimensional database design

• Proven ability to independently perform complex tasks and exercise sound judgment in technical decision-making.

Preferred Qualifications

• 2+ years of experience working with HHSC systems.
