Job Description

We are seeking an experienced Business Analyst to support the analysis, documentation, and implementation of a Solicitation Review System (SRS). This role is responsible for gathering and translating business, regulatory, and operational requirements into clear, actionable documentation while working closely with technical and business stakeholders. The ideal candidate brings strong experience with BABOK principles, SDLC, gap analysis, reporting, and testing, along with excellent communication and collaboration skills.


Key Responsibilities

Requirements & Business Analysis

  • Apply BABOK Guide principles to requirements elicitation, analysis, validation, and documentation.

  • Conduct current-state and future-state analysis, identifying compliance and system gaps.

  • Perform gap analysis to compare existing processes and systems with desired outcomes.

  • Translate policies, regulations, and business rules into system and functional requirements.

  • Define functional, non-functional, and reporting requirements with high accuracy and clarity.

  • Build and maintain a requirements traceability matrix (RTM) linking business needs, requirements, and test cases.


Deliverables & Documentation

1. Requirements Documentation Package – Solicitation Review System (SRS)

  • Current-State Documentation:

    • Process maps of existing workflows (Microsoft Forms, PowerAutomate, Excel, PowerBI).

    • Data field inventory across forms, files, workflows, emails, and PDFs.

    • User roles, permissions, notifications, triggers, and automated actions.

    • Existing email templates.

  • Future-State Requirements:

    • Detailed functional requirements with step-by-step workflows.

    • Form logic, branching, validation rules, and conditional processes.

    • Email automation, triggers, templates, and timing.

    • PDF generation and branding requirements.

    • Data capture and revised field definitions.

  • Reporting Requirements:

    • Metrics, KPIs, filters, drill-downs.

    • Data mapping and transformation rules.

    • Data quality and business logic definitions.


Required Skills & Qualifications

Required

  • 5+ years of Business Analysis experience including requirements elicitation, documentation, gap analysis, and testing.

  • Strong knowledge of BABOK, SDLC, and systems/process analysis.

  • Experience defining functional specifications and regulatory requirements.

  • Excellent written, verbal, and presentation communication skills.

  • Strong stakeholder management, collaboration, and consensus-building skills.

  • Proficiency in Microsoft Excel.

Preferred

  • 7+ years experience with Microsoft Excel.

  • 3+ years experience with PowerBI.

  • 3+ years experience with PowerAutomate.

  • 1+ year experience with Jotform.

  • Experience working in government or regulatory environments.

  • Strong troubleshooting and problem-solving skills.

  • Proven ability to build trust across technical and business teams.
