We are seeking a Senior Business Analyst with strong Quality Assurance expertise to support licensing system initiatives and enterprise applications. The ideal candidate will have hands-on experience in Agile environments, user story development, QA validation, and stakeholder engagement.

This role involves gathering and translating business requirements, ensuring quality through testing and validation, and driving process improvements through automation and system enhancements.

Key Responsibilities:

• Gather, analyze, and document business requirements, user needs, and system processes
• Translate requirements into user stories with clear acceptance criteria
• Perform quality assurance (QA) of user stories and validate functional and non-functional requirements
• Develop and execute test cases, UAT scenarios, and support testing activities
• Analyze program policies and procedures to assess impact on automated systems
• Identify opportunities for process improvements and automation
• Assist in preparing project deliverables including project charters, project plans, test plans, and risk management plans
• Troubleshoot application issues and recommend effective solutions
• Collaborate with stakeholders, vendors, and technical teams to ensure successful delivery
• Develop training materials and conduct training sessions for internal and external users
• Maintain business relationships with vendors and support invoice review/approval processes
• Ensure compliance with organizational policies and procedures
• Provide QA consultation and oversight across projects and initiatives

Required Qualifications:

• Strong experience in Business Analysis and Quality Assurance
• Experience working in Agile environments, including sprint planning, refinement, and ceremonies
• Hands-on experience with user story creation, acceptance criteria, and testing
• Experience using Azure DevOps, Jira, or similar tools
• Proven ability to perform complex business analysis and problem-solving
• Experience reviewing and contributing to project documentation (charters, test plans, risk plans)
• Strong stakeholder communication and collaboration skills
• Experience working with vendors and external partners
• Ability to work independently with minimal supervision

Preferred Qualifications:

• Experience with licensing systems, especially within state agencies (e.g., TDA)
• Knowledge of license lifecycle processes (application, approval, renewal, management)
• Experience with process automation and system implementation projects
• Prior experience working with TDA systems
