We are seeking an experienced Senior PeopleSoft HCM Time & Labor Functional Consultant to support a large-scale statewide ERP environment. The ideal candidate will possess extensive expertise in PeopleSoft HCM 9.2 Time and Labor, functional system configuration, production support, strategic planning, and enterprise application management.

This role requires a seasoned professional capable of leading functional initiatives, supporting statewide business operations, coordinating fiscal year activities, ensuring compliance with security and accessibility standards, and collaborating with technical teams, vendors, and executive leadership. Experience supporting large government ERP implementations, particularly within the Texas public sector and CAPPS environment, is highly preferred.

Key Responsibilities

• Serve as the functional subject matter expert (SME) for PeopleSoft HCM Time and Labor 9.2.
• Develop and maintain strategic roadmaps for enterprise Time and Labor initiatives.
• Configure, test, and support PeopleSoft HCM modules with a focus on Time and Labor functionality.
• Support Fluid Timesheet functionality, PUM updates, Elastic Search, and production enhancements.
• Coordinate statewide Fiscal Year processing activities and system readiness.
• Monitor and oversee production batch processing, including Run My Jobs (RMJ).
• Collaborate with technical teams to support Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP BusinessObjects, and related technologies.
• Prepare executive-level presentations, project updates, dashboards, and performance reports.
• Gather, analyze, and present data for audits, compliance reviews, and open records requests.
• Interpret contractual requirements and ensure vendor compliance with service-level agreements.
• Participate in Disaster Recovery planning, testing, and business continuity exercises.
• Implement security best practices aligned with NIST standards and enterprise security policies.
• Develop WCAG 2.1-compliant documentation and user communications.
• Support IT Service Management (ITSM) and IT Asset Management (ITAM) processes using ITIL best practices.
• Collaborate with cross-functional teams to resolve production issues and improve business processes.

Required Qualifications

• 8+ years of experience supporting PeopleSoft HCM 9.2 Time and Labor.
• Extensive experience configuring PeopleSoft applications and implementing functional enhancements.
• Strong experience with:
  • PeopleSoft Application Designer
  • Integration Broker
  • SQR
  • SQL
  • BI Publisher
  • SAP BusinessObjects
• Experience supporting Run My Jobs (RMJ) and enterprise batch processing.
• Experience coordinating statewide Fiscal Year processing activities.
• Knowledge of WCAG 2.1 accessibility standards.
• Strong understanding of enterprise security, NIST standards, and multi-tenant ERP environments.
• Experience supporting Disaster Recovery planning and testing.
• Experience preparing executive presentations and executive-level reporting.
• Strong analytical skills with experience supporting audits and compliance initiatives.
• Experience interpreting vendor contracts and ensuring contractual compliance.
• Subject Matter Expert in Fluid Timesheet functionality.
• Experience supporting PUM updates, Fluid UI, and Elastic Search.
• Working knowledge of ITIL, ITSM, and IT Asset Management.

Preferred Qualifications

• 10+ years supporting the Texas CAPPS Program.
• Extensive experience working with Texas State Government agencies.
• Strong knowledge of Texas statewide policies, standards, and procedures.
• Experience providing Tier 2 Production Support within a Managed Services environment.
• Experience supporting CPA legacy Statewide Financial Systems.
• Experience writing SQL scripts to synchronize CAPPS and SPRS environments.
