Job Description
We are seeking an experienced Business Analyst / Project Analyst to support Texas Vital Statistics operations, information technology initiatives, business analysis activities, and project management efforts. The ideal candidate will have strong analytical, organizational, project planning, communication, and problem-solving skills, along with the ability to interpret policies, regulations, and complex business and technology requirements.
The selected candidate will work with business stakeholders, project teams, management, and other parties to analyze complex issues, develop practical solutions, prepare reports, manage project activities, and support operational and technology initiatives.
Key Responsibilities
- Interpret and apply Texas Vital Statistics laws, policies, procedures, regulations, and applicable guidelines.
- Support the planning and management of small to medium-sized projects.
- Create and maintain detailed project work plans, schedules, milestones, and task assignments.
- Develop accurate work estimates and monitor project progress against approved timelines and deliverables.
- Apply business analysis methodologies to gather, document, analyze, and validate business and technical requirements.
- Analyze complex information technology applications, policies, processes, and operational issues.
- Gather, organize, and analyze facts to identify problems and recommend creative, practical, and workable solutions.
- Prepare concise reports, summaries, recommendations, and written responses for review and approval by section managers and directors.
- Maintain statistical and accounting records and prepare data summaries and management reports.
- Monitor project activities, identify risks and issues, track progress, and communicate status updates to stakeholders.
- Coordinate and communicate with multiple parties, including business users, technical teams, management, and project stakeholders.
- Establish and maintain effective working relationships across teams and organizational levels.
- Facilitate communication, negotiate with stakeholders, resolve conflicts, and work effectively under pressure.
- Use independent judgment and initiative to establish priorities, organize tasks, manage time, and direct work assignments when required.
- Support project documentation, process improvement, requirements analysis, and operational planning activities.
- Review and interpret complex information and translate findings into clear recommendations and actionable deliverables.
- Perform other related project management, business analysis, and operational support duties as assigned.
Required Qualifications & Skills
- Knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations.
- Proficiency with the Microsoft Office Suite, including:
- Microsoft Word
- Microsoft Excel
- Microsoft PowerPoint
- Microsoft Project
- Microsoft Visio
- Strong project planning, organization, and coordination skills.
- Knowledge of business analysis methodologies and practices.
- Ability to analyze and evaluate complex information technology applications, policies, processes, and issues.
- Strong problem-solving skills with the ability to develop creative and practical solutions to complex problems.
- Excellent verbal and written communication skills.
