Job Description:

 The Senior IT Business Analyst will, among other responsibilities, be skilled in translating business objectives into business/functional requirements that conform to the overall program/project objectives. The IT Business Analyst must be analytical and have a good understanding of technology and business systems.

The successful candidate will work closely with Project Managers and Technical Leads, as well as agency leads, project leads to drive project planning and execution of complex enterprise software development projects within set project targets and deadlines.



  • Collaborate with key business personnel to understand the processes, procedures, and workflow; document business processes;
  • Examine business requests for feasibility; conduct detailed analysis of current, future needs and create a GAP analysis document;
  • Develop strong business relationships and act as a liaison between the business user community and the technology team; working closely with subject matter experts, technical staff, internal and external stakeholders during the requirement elicitation and documentation process;
  • Act as a subject matter expert on the product implementation team working with the team to break down requirements into clear user stories for the team to develop and deliver;
  • Work with the product implementation team to ensure that the acceptance criteria are met and the software meets project objectives and expectations as defined by the business units;
  • Assist with documenting detailed work plans, schedules, project estimates, resource plans, meeting notes and status reports;




Required Qualifications:

  • Experience in gathering and managing requirements from project inception to deployment. This includes creating and maintaining business artifacts such as Project Charters, Business Requirement Documents, Software Requirement Documents, Process workflows, User guides among others
  • Experience in facilitating requirement analysis sessions with large and diverse stakeholder groups through requirements meetings, workshops, JAD sessions etc. to develop business/functional requirements while ensuring that requirements adequately support the functional components of the business
  • Possess the ability to read, analyze and interpret general business documents and governmental regulations; to write clear and legible documents, business correspondence and procedure manuals; to effectively present information and respond to questions from managers, employees, vendors and governmental agencies
  • Experience in creating visual diagrams of the system by UML (Use case, Activity, Business Process Diagrams), and creating web page mock-ups
  • Proficient with MS Office; including Word, Excel, PowerPoint, Outlook and Visio. 
  • Attentive to detail and possess an ability to work in a dynamic and fast-paced environment
  • Possess the ability to calculate figures and formulas such as commissions, ratios, proportions and percentages.
  • Possess Bachelor’s Degree or at least 3-5 years related experience in a technical environment
  • Maintain confidentiality and able to work with all levels of employees in the organization


Desired Qualifications:

Ideal candidates will have one or more of the following:

  • Familiarity with Agile and/or any other iterative software methodology
  • Familiarity with project management applications such as JIRA and team collaboration tools such as SharePoint and Teams
  • Experience working in State or Federal Government and working knowledge of procurement, contracting, funding, etc. 
  • Experience with UI/UX design and development
  • Able to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions and deal with several abstract and concrete concepts.
